How/where to get a drivers liscence without drivers ed or a permit?

I need to know how and where to, if I can, get a drivers liscence without having to go through drivers ed or having a permit for a predesignated amount of time.|||There is no way in most if not all states. At age 18 the requirement for drivers ed goes away, although having it will reduce your insurance premium, but you will still need the permit to sit the drivers test.
